Thanks for this further information. Given what you have said about the
focus of the SEED Framework ("it is a recommendation on how to transform
citizen engagement that would achieve not just organizational, government
efficiency and crowd sourcing innovation but for global happiness noted by
the UN secretary for sustainable development.") then I have to say we are on
exactly the same page. The TGF is a complete framework for the delivery of
citizen centric services by government using whatever technologies and
channels are most effective. It is a complete governance model that builds
on the experiences of the last ten years of e-government efforts but seeks
to correct most of the mistakes of those efforts whilst at the same time
embracing the good practices that have emerged through those programmes.
I think if we sat down and did a complete comparison we could map a lot of
what is in your document to what is in our framework, albeit we both are
perhaps using different terminology in places and we avoid making hard
recommendations on any particular technologies. But I do think our
framework goes somewhat wider than yours and goes into areas of governance,
business management and service delivery that you do not address but please
do not take that as a criticism in any way.
So how do we take forward any collaboration? We could each continue our
own strands of work whilst publically acknowledging the areas of
commonality. This might be an easy route but as usual with multiple
standards efforts it would confuse the market place and end-users by having
"competing" initiatives. The ideal from my perspective would be for you to
bring your work into my OASIS Technical Committee and we then work towards
integrating it fully into the TGF. We are liaising with a number of other
initiatives and in a similar way to yourselves are trying to pull all
like-minded work together into one framework rather than having disparate
pieces of work. That is not to say we are better than you or anybody else,
but so far we do appear to have the widest focus and now have an agreed
standard, built by global experienced practitioners, and we believe we can
accommodate other initiatives or the TGF can be easily extended to do so. I
should add that our target is to take the TGF into ISO at some stage in the
not too distant future. If you do not wish to go that far, ie joining up on
future development work, then I'm sure there are some intermediate options
that we could consider.
With regard to your planned workshop I will do my best to get one of my
committee to attend and present on the TGF if that will help?
Maybe the next step is to set up a conference call to discuss all this in
more detail?

Thanks for taking the time on this. Currently, we are targeting a few SDOs
to further explore the concept and development of the key components
outlined in the paper, specifically the VDML, RuleML and API4KB in the
Object Management Group, and process & benchmarking in some of the IT
organizations working on service delivery and operational efficiency such as
the TM Forum.
As you may have noted, the SEED Framework is beyond best practices and
technology advancement; it is a recommendation on how to transform citizen
engagement that would achieve not just organizational, government efficiency
and crowdsourcing innovation but for global happiness noted by the UN
secretary for sustainable development.
Currently, the most prominent transformation opportunities are Cloud, hope
this bigger picture of SEED Framework would provide some insights to the
journey in transformation.
Personally, I'm interested in your feedback on 1) relevance to the TGF work
2) joint development opportunities with other SDOs. We plan to organize a
workshop co-locate with the OMG meeting later this year to invite relevant
SDOs, community projects, technologists to chart a roadmap; we are open to
other suggestions.
