There is something of a silver lining, IMO:

Farr does seem to accept that shared services (lowercase  s) might be viable for lower-level service delivery but may be more difficult to sell for higher-level (and presumable higher-profile and flagship) Services (with an uppercase S).

There could be a lesson and message there – that the TGF approach might best be introduced by persuading governments  and agencies of the benefits of pooling resources to make efficient common-denominator services that are used throughout government…

In my naive view of TGF implementation, we are only talking about one type of stakeholders here - the government.
More out reaching and educations are needed for TGF to create the pull market  from the beneficiary side IMHO. Governments are influenced by corporates and citizens as their customers.

so remain hopeful, TGF is global and opportunities are abundant!
