There is something of a silver lining, IMO: Farr does seem to accept that shared services (lowercase s) might be viable for lower-level service delivery but may be more difficult to sell for higher-level
(and presumable higher-profile and flagship) Services (with an uppercase S). There could be a lesson and message there – that the TGF approach might best be introduced by persuading governments and agencies of the benefits of pooling
resources to make efficient common-denominator services that are used throughout government… Peter
