Peter,

One useful example that is happening right now in the USA is Election Night Reporting.  States, Counties and Municipalities have realized the costs in bespoke solutions, and the media channels also want single common data formats and services - so they are not using legions of collection channels and resources on election day.

So while it may be true that each entity (States) will have their own infrastructure in the large - one can see that cost savings and efficiencies can lead to shared services within a State.  Similarly the actual infrastructure itself - based on open source resources can be community developed and supported.

The model is there to persuade people that they SHOULD be striving toward shared services - at either large or small levels - and that they absolutely should be developing common standards and software infrastructure to support that.  And standards organizations such as OASIS can help in those processes - including TGF.

There is something of a silver lining, IMO:

Farr does seem to accept that shared services (lowercase  s) might be viable for lower-level service delivery but may be more difficult to sell for higher-level (and presumable higher-profile and flagship) Services (with an uppercase S).

There could be a lesson and message there – that the TGF approach might best be introduced by persuading governments  and agencies of the benefits of pooling resources to make efficient common-denominator services that are used throughout government…

In my naive view of TGF implementation, we are only talking about one type of stakeholders here - the government.
More out reaching and educations are needed for TGF to create the pull market  from the beneficiary side IMHO. Governments are influenced by corporates and citizens as their customers.

so remain hopeful, TGF is global and opportunities are abundant!
