I agree. We really need to have that class, so that we can make a
topic representing a PSD and have it be really clear that that's what
the topic does.

We may need more than just one class, though. It's not clear to me
that "PSI set" and "PSD" are synonymous.

Is someone maintaining a list of the PSIs this TC needs to define? If
so it would be good if this could be added there. (Keeping it as a
topic map with "definition" and "rational" occurrences would be nice,
BTW. :)
