As Bernard says controlled vocabularies and PSI sets are really different things. A PSI set is conceptually nothing more or less than a set of URIs (with documentation) published with the intention that others can use those URIs as names for a set of abstract concepts. In that sense RDF Schema is a kind of PSI set, really.
