The rephrased ISSUE 1 looks good to me. Generally, these issues are a
little tersely formulated and not too easy to understand, but I am not
sure what to do about that. ISSUE 1 works for me, though.

I think this issue is misformulated. The issue is "given a resource
containing Subject Formal Assertions, how can one tell which of the
subjects in that resource are the published subjects and which are
just used to make assertions about the published subjects?".

Self-referencing subject indicators is just one proposed solution to
that issue. The issue itself is something different.

Other than that I am happy that ISSUE 1 and 23 are now separated.

I think there are *lots* of issues still missing from that list (don't
worry, you only have 21 issues; SAM has 45, and will gather many more
yet), but I need more time to be able to formulate them. I wouldn't
worry about those yet, anyway.
