Hello Tony Good catch, as usual. Fragment identifiers have come up again and again on the PubSubj TC table, without clear consensus on them, except on the fact they are an issue. All depends how you understand "resolve" (not to mention "human-interpretable"). Current browsers don't resolve XML fragment identifiers. So in the current state of the art, you are right. But suppose you add to your browser the capacity to resolve the XML fragment identifiers, and they become valid PSIs. Think about something akin to hyperdaml navigation http://www.mondeca.com/owl/lang.rdf#fre is not a valid PSI. But what about that one? http://www.daml.org/cgi-bin/hyperdaml?http://www.mondeca.com/owl/lang.rdf#f re Suppose you somehow manage to redirect the first URL to the second one ... and the did is done. I guess this kind of hack can be done for XTM files, and I'm amazed it's not yet available somewhere. Don't know if that helps or if it adds to confusion.
