Well, I think rather than me continue to attempt to paraphrase the
specifications and notes for these things, I suggest we look to the
authoritive documents themselves.

"Uniform Resource Identifiers (URI): Generic Syntax" (RFC 2396)
  ftp://ftp.isi.edu/in-notes/rfc2396.txt

I would direct your attention to section 4, "URI References". It's
unfortunately not a very clear document.

While I don't necessarily agree with the idea of the W3C redefining
URIs so long after the community has already been using them under
a different definition (with their calling them the "Classical" and
"Contemporary" views, yuck), their hearts seem at least to be in the
right place, in that there's a NOTE available that attempts to remove
some of the confusion:

  http://www.w3.org/TR/uri-clarification/

I suggest we toe the line as close as possible in conforming to both
of these documents, if that's possible.

Ernst Martin comments in 1949, "A certain degree of noise in
writing is required for confidence. Without such noise, the
writer would not know whether the type was actually printing
or not, so he would lose control."
