It's unfortunately not a very clear document. While I don't necessarily agree with the idea of the W3C redefining URIs so long after the community has already been using them under a different definition (with their calling them the "Classical" and "Contemporary" views, yuck), their hearts seem at least to be in the right place, in that there's a NOTE available that attempts to remove some of the confusion: http://www.w3.org/TR/uri-clarification/ I suggest we toe the line as close as possible in conforming to both of these documents, if that's possible.
