If I read this correctly, what they are saying is that anything that appears in a document is a URI reference, which is the syntactical expression of the URI, and that the process of transforming the one into the other involves more than a simple copying. Does this match your understanding, Murray? It seems to me that this is terminology that we need to get right when we write the actual recommendation, but that in the discussions we are currently having the distinction between "URI" and "URI reference" is immaterial. | I suggest we toe the line as close as possible in conforming to both | of these documents, if that's possible.
