Default of quorum, Baltimore meeting could not vote anything, not even approval of
Montréal meeting minutes.  They have been posted - for quite a while - at:
www.oasis-open.org/committees/tm-pubsubj/meetings/2002-08-10.htm

Please have a look, and cast your approval vote if possible before Xmas
by answering to this mail either "approved" or "not approved" (with reasons).
