I think it is yet simpler. The Chairs can call a meeting right now, in
Montreal at those dates. If when the time arrives, there is a quorum, we're
done, and the meeting can deliberate and decide. If there is not a quorum,
it can still deliberate, but anything it wishes to do has to be put to an
email vote.

I believe this very scenario was discussed in the Paris meeting at which the
final draft of the Charter was developed, and I believe the wording of the
charter is consistent with this approach.
