Design decision:
Role of facets in XTM:
1) exclude facets from Topic Map
2) include facets in Topic Map
3) keep facets as a useful XTM extension but provide accurate
 intechange and concept (CMS) models
4) introduce alternative mechanisms (XTM extensions) to specify 
metadata for topic map resources (like RDF, Doublin Core, etc.)  that 
will make facets obsolete.

Standard ways of expressing properties (such as weights ) of topic 
characteristics.
