If I understand you correctly,
the posted DTD model for resource element should modified from:

<!ELEMENT resource
   ( scope?, baseName*, ( resourceRef | resourceData )* )
>
<!ATTLIST resource
   id              ID                  #IMPLIED
>

to:

<!ELEMENT resource
   ( scope?, baseName*, ( resourceRef | topicRef | resourceData )* )
>
<!ATTLIST resource
   id              ID                  #IMPLIED
>

??
