in this case the reason that springs to mind is: so that I can unambiguously
pack more than one serialization of a topic map from a particular namespace
into a single interchange doc should I so wish to do. and I think I will
want to...

I'm not sure why the <xtm> wrapper is needed to perform this function.

I had the vague idea that URNs on PSIs would enable the assertion of
ownership, but perhaps that's wrong? Technically? Politically?
