RE: [xtm-wg] MOTION: Charter revision

For those of you who missed the meeting in Paris, a bit more explanation:

The arose several process issues which caused a great deal of contention, to
say the least.  However, the 13 (of 16) participating members in the room
were unable to change any of them because we did not have the near consensus
required to change the process.  We decided that a request would be made to
relax the requirement so that as the process (and how the group works within
it) matures, it can be modified more expeditiously as necessary.

As a heads up, there are several items which will follow after this vote is
completed.  These are mostly due to items which arose in Paris.
