This is to announce the posting of the XTM 1.0 AG Review
Specification at

   http://www.topicmaps.org/xtm/1.0/

In the opinion of the Editors, this document represents a complete,
stable, and consistent specification of XML Topic Maps, and we
hereby offer it for approval by the TopicMaps.Org Authoring Group.

Please note that in order to meet our delivery deadline, this
version has been posted *without* two minor alterations that still
have to be made to the graphics. These are described at the end of
this message. The alterations will be made as soon as possible.


Motion:
------

    That the Feb 10th AG Review Specification be approved as a
    TopicMaps.Org Specification, to be known as the "XML Topic
    Maps 1.0 Specification" (XTM 1.0)."

All Participating Members of the TopicMaps.Org Authoring Group
are required to vote on this issue.

Please send your votes to this list on or before February 17th.

Permissible votes are "YES" and "NO WITH REASONS".

Any "NO WITH REASONS" automatically changes to a "YES" if the
Editors are able to make non-substantive changes that address
those reasons.

The Editors delegate the tallying of votes to the Chair Pro Tem,
Eric Freese, and will make themselves available to answer any
questions that may arise during the voting period.

Eric, please register two YES votes from us.

Alterations to graphics (not yet executed):

B.4 Referencing the Subject, diagram.
   The label "resource reference" adjacent to the Topic box
   should be erased, and a label "<<REFERENCES>>"
   should be placed next to the downward part of the
   arrow itself.

B.8 Association Between Topics, diagram.
   The central box should be labeled "Role", not "Membership".
