I see it as something that would logically follow after the processing model in the sequence of specifications. It would specify how to serialize instances of the data model in a way that will always be the same for equivalent instances of the data model. Because of this it must focus greatly on the order in which nodes are serialized. Its purpose would be to allow for automated testing of XTM processors, which could be used to verify that they read in and process XTM documents correctly. Ontopia is already using the canonical XTM format I proposed as part of the internal test suite for its topic map engine.
