This configuration is standard OASIS policy.

Posting to the public comment list is restricted to subscribers in order to
cut down on spam. Posting to a private, member-only lists is restricted to
members of the TC because it is a private, members-only list. But the
archives to all lists are viewable to the public because OASIS wants all
technical work to be open and public; no-one can accuse OASIS of doing
technical work in secret.
