I'm afraid that's wrong, Murray. The second paragraph of Section 3.5.1
is crystal clear on this. It says:

  "The <topicMap> element can be [...] the root of a subtree inside an
  XML document containing other information than the topic map itself."

That's pretty clear, isn't it?

I agree with this, and have all along.
