The Namespaces section is verbose and to some degree confusing:

This specification uses a number of namespace prefixes throughout;
they are listed in Table 1. Note that the choice of any namespace
prefix is arbitrary and not semantically significant (see [XML
Namespaces]).
Furthermore, the namespace http://docs.oasis-open.org/tosca/ns/2011/12
is assumed to be the default namespace, i.e. the corresponding
namespace name tosca is omitted in this specification to improve
readability.

A "number of namespaces?" I would pass on instructing readers on
namespaces. And shorten the default namespace language.

For example:

The namespaces and prefixes used herein are listed in Table 1. The
default namespace for examples is
http://docs.oasis-open.org/tosca/ns/2011/12. The "tosca" prefix is
omitted from examples for readability.

The paragraph after the table is equally problematic:

All information items defined by TOSCA are identified by one of the
XML namespace URIs above [XML Namespaces]. A normative XML Schema
([XML Schema Part 1][XML Schema Part 2]) document for TOSCA can be
obtained by dereferencing one of the XML namespace URIs.

While literally true that "...one of the XML namespace URIs above..."
(vague reference) does identify the "information items," it would be
clearer to say which one.

Moreover, since the XML schema appears on your cover page, Additional
artifacts: http://docs.oasis-open.org/tosca/TOSCA/v1.0/cos01/schemas/,
I would just delete the "All information items defined by..." paragraph.
