In TOSCA notes appears to be used in normative as well as informative
tasks. Notes are traditionally non-normative.

Notes are not offset typographically from the rest of the text. That
would make it easier to spot notes, as opposed to normative text.

On the mixed use of "Note:" I have reported the line numbers (where
more than one line number, block of text) and based on RFC 2119
keywords guessed if they were normative or informative.

Some of my guesses on informative are probably *wrong* because they
state assumptions based on lack of data. I don't know what impact, if
any, those assumptions have on processing. Could well be normative in
some cases as well.
