In the current version of TOSCA, the EnvironmentConstraint in EnvironmentConstraints is defined in a NodeTemplate. So, if several NodeTempalte have the same EnvironmentConstraint, this EnvironmentConstraint should be defined in each NodeTemplate. Therefore, one EnvironmentConstraint is defined several times totally.
