Hi Paul, TOSCA does not focus solely on the application level, but it is really a model that you can use to span from the application down to the infrastructure. So you can define things like appserver and DB and also the VM as nodes in the topology.
We are also discussing the notion of requirements/capabilities that nodes can express (there is another JIRA issue open for this), which will provide you another way for expressing requirements against the infrastructure instead of modeling the infrastructure (like with a VM node).
