This is done in other specifications as well. Another option would be to introduce a simple string attribute that indicates the version. The problem with the string attribute would be that it introduces more complexity in identifying a type, because the identity of a type would then be a combination of {targetNamespace; id (i.e. local name); version}. Using a namespace-based versioning scheme would just require {targetNamespace; id} as identity of a type.
