It seems that a unique URL for each template would serve the spec requirements - meaning it would allow you to reference a specific version.  As Bryan points out, a version string would really be more for human consumption - so I wonder if it wouldn't be easier to just add a 'description'  type of property.  People can then make add a version string to that if they want - and some examples showing it with and without a version number would be good.  By using a term like 'description'  people will instinctively know that its not something the spec really deals with, unlike 'version' which might cause some people to think there are special semantics behind it.
