For the first observation, I think it is reasonable and helpful to me. Using operation instead of actionURI is a good idea. 

For the second one, I agree with you. Indeed, using the "Action Transfer" to define a large action flow enhances the complexity and plan can cover the job. However, for a small action flow (e.g. when app server is suspended, the db server stops either.), the "Action Transfer" can ease developers to define TOSCA. "Action Transfer" can work as a shortcut for some small work flows.
