PRIMER: Section Editors: Uploaded Revision 4 for use

Primer Section Editors and Contributors,

Notice the upload of the TOSCA Primer draft, Revision 4.  It is located in the TC's Kavi document area (under the "Working documents" folder). 

Editors and contributors please use this as basis for new authoring (using MS Word change bars). Please email completed section drafts to Frank and myself and copy Paul Lipton and Simon Moser as our TC chairs and any of your section co-contributors.
