How to specify the resource requirements of one tier are dependent on size of another tier? Or a function of expected load? Localized specification of resources is not very useful other than stating mins or maxes. How about component specific resources like queue length, pool sizes, etc.?

Derek: have a formula or function that describes resource util. Not a simple use case.  Eg. Varying queue size, Derek to develop further.
