I might miss the point:  isn't this a paradigmatic application of policies?  You describe a policy the specifies autoscaling requirements.  A TOSCA container must understand this requirement in order to process the Service Template, or is must reject its processing. 

A policy is declarative by nature and would, thus, fulfill the corresponding requirement.
