Brief comment on the statement "Requirements do not have to be normative, because they can reference normative capabilities":  if we standardize relationship types that have a requirement type and a capability type as valid source or valid target, respectively, we have to standardize not only the capability type but also the corresponding requirement type too.  But I might miss something.
