Thomas and I discussed this today:  From our perspective, TOSCA is focussing on runtime interoperability of management behavior of (cloud) applications.  What you describe seems to be more in the space of modeling time. Especially, it will allow to build TOSCA modelling tools with fine-grained access to an underlying container.  We need to discuss whether this is in scope of our work.
