        Overall substance of this "clarification":
- avoid the ambiguous "non-vendor specific" _expression_, which would introduce discrimination between the [possible] standardization of "non-vendor specific" components, and those "vendor specific" components that couldn't be standardized.
- yet allows for standardization of "abstract components" described here as non-product specific.
- editorial corrections suggested by TC admin and advisory board.
- with Effraim suggestion (add "operations" in scope)
