I'm ok with a "manager" node.  I think the it
challenge will be to avoid repeating existing and/or planed mechanisms of tosca which are generic ones.
E.g. when I see "get notifications" in description, it implies to me that the manager monitors the other nodes. LCM operations on nodes are actually tosca container things. In some extent, a manager node can be a tosca container itself. 
So again, I'm fine with the use case of embedded manager but I think we should try to think how it can leverage from generic mechanisms and not repeating them.
I agree with Chris, delegation intuitively comes to mind.
