Currently property filters (as part of Node and Capability Filters) use ordered list with the goal to assure that orchestrators select/match criteria in the same order and deterministically process "selection" of potential matches and "throw" exceptions if they encounter problems at the same point.

If we change these to Maps (i.e., YAML dictionaries) then we lose order and processing behavior changes from one orchestrator/tool to another.
