Hi Luca,
Thank you for the explanation today, when I asked about if the scope includes network monitoring.
My concern is that Transport network between Data Centers is traditionally not the subject of modeling by TOSCA. There can be other Standardization organization likes TMForum, ONF, MEF, etc. The hybrid management ecosystem is not well agreed between SDOs yet.
So yes, it's safe for the group to start with Compute. If network, then probably just the LAN/VLAN which do not have strong QoS requirement. 
Even with Compute, there can be additional considerations, like correlation of metrics on different layers (physical, virtual, application-specifics). Could you say metrics or event correlation in the scope or not?
