Updated specification document

Hi Peter and Kevin,

Please find attached the latest Trans WS specification. I have 
incorporated Kevin's latest WSDL modifications. I have also added two 
additional required appendixes: References and Glossary. I have also 
spell checked and tidied up the document in general plus added the 
necessary normative references. I would appreciate it if we could have 
another spell check of the document and a final read through by the 
committee members.
