create steady inflow of Qualified Technocrats into the Field for Maintenance of

Tax, Sales Tax, Income Tax & Professional Tax, they became more furious on
me and started causing me lot of inconveniences. CURRENTLY none of the
Licensee’s pays any TAXES for the reasons better known to them. THOUGH ARE ALL
APPLICABLE.<o:p></o:p></SPAN></P>

was Praying – Honorable Chief Minister & Honorable Controller to Initiate
“ACCEPTANCE of Government FEE’S” in e-seva counters, which created more STORM
among the Department Inspectors and also my co-licensee’s. Such that once e-seva
is introduced, in no-way Inspectors or Licensees can act funnily with Users of
Weighing Machines.<o:p></o:p></SPAN></P>

system of Licensee’s is SYNDICATE, the Inspectors along with SYNDICATE undertake
the Verification & Stamping Work of the Weighing Machines, No New Licensee
can survive working independently. Such that Our Licensee’s have adopted certain
PROTOCOLS & PROCEDURES in keeping respective Officers

Honorable Controller – Smt. Aruna Bahuguna – I.P.S. was controller, while I
obtained my License from the Department of Legal<SPAN

was under control of few licensee’s, and it is MADAM who liberalized the
Policies, which earlier were under tight control of FEW Officers and Licensee’s
in the name & title of “Skilled Worker Certificate”.<o:p></o:p></SPAN></P>

liberalized Policy of the CONTROLLER was challenged in the High Court, by few
individuals & Licensee’s, but the Final Judgment was in FAVOR of the
CONTROLLER. Confirming the grant of Skilled Worker Certificate based on
Qualification was Constitutional.<o:p></o:p></SPAN></P>

curtailed once for all, in the name of Law or in the name of Rules &
Regulations, since issuance of Skilled Workers Certificates was Stopped as Soon
as<SPAN style="mso-spacerun: yes"> </SPAN>Smt. Aruna Bahuguna – I.P.S. was
transferred as head of Legal Metrology.<o:p></o:p></SPAN></P>

COURT verdict further aggravated situation where the licensees and the
Inspectors Syndicate, did tactfully and cleverly with the convenience of the few
officers are trying delaying issuance of “Skilled Worker Certificates”, in the
name of Inquiry of certificates, that too without issuing Skilled Worker
Certificates, so that new licensee do not enter into Industry nor Existing
Licensee Extend Territorial Jurisdiction.<o:p></o:p></SPAN></P>
