I admit to being a bit behind with this, but here are a few comments.

The document is certainly looking good now. We seem to be almost there.

2.5.12, 2.5.13, 2.5.14: It is a shame these have been delayed. They won't
prevent Government use, but they will lead to proprietary extensions as they
are real requirements now.

I noticed you have added "Future" to various parts of the table in 4.1. Are
we not specifying this now?

Similarly with the namespace URN in section 4.3. Surely this has to be
either in or out. The information needs to be in the namespace or somewhere
else, such as in the attributes of 4.6.2.5. We need to decide what we are
doing and stick to it.

I have mentioned 4.5 before. People will make copies of code lists for
validation, and that is fine as the versions are explicitly included. There
seems no point in having a standard URL for the location. It adds no
information that is not held already. This paragraph might be applicable to
UBL, but that is an internal UBL decision and independent of the code list
format, which we want others to adopt. For others, the format might not
match their URL structure. My preference would be to leave this section out.
Otherwise specify that it applies to UBL-maintained code lists only and
change the example accordingly.

Various bits of schema (e.g. in 4.6.2.4) have "???" as the namespace prefix.
This is the XML Spy default when generating XML files from schemas and it
can't tell what to put. It would be better to substitute some proper
prefixes.

In 4.7 para 4, you have "faucet" We call it a "tap" in the UK, but you might
prefer "facet".
