[ubl-comment] latest schemas 22-01-03b.zip

I've been trying the latest schemas for op70 with XMLSpy, which vaildates them OK, and also in eXcelon's Stylus Studio which gives the following error with, say, the orders schema

Validating UBL_Library_0p70_Order.xsd...
file://a:\UBL_Library_0p70_Order.xsd:14,52: ID 'UBL000001' is not unique 
file://a:\UBL_Library_0p70_Order.xsd:21,77: ID 'UBL000002' is not unique 
...
and so on

It used to throw this error with the 'reusable' schema but as of 22-01-03b.zip this stopped and the 'reusable' schema is now OK.
