Note:
Adding Accepted Indicator and Rejection Note at line level
in OrderResponse requires specialising OrderLine (could use
OrderLine but associate it to a new OrderResponseLine which
includes an association to OrderLine with the addition of the
two BBIEs Accepted Indicator and Rejection Note). I also note
that although OrderLine does have LineStatusCode, its values
are arguably not quite enough for indicating acceptance and
rejection of the order line in the order response so it does not
seem to me like duplication to add Accepted Indicator and
Rejection Note too.

The problem with specialising OrderLine in this way is that
it would break backwards compatibility so might not be OK
for a minor release. Adding Accepted Indicator and Rejection Note
to OrderLine itself might be the only way to cope with this and
seems a little cludgy since it broadens OrderLine beyond its
original purpose in an Order since Accepted Indicator and Rejection
Note have no purpose in an Order document. (A warning about
the downside of reusability and the benefit of specialising.)

Has this been included in a list of changes for UBL 2.1? I remember
drawing attention to it / making a request for change way back and
haven't seen whether or not it got forgotten.

In brief: The OrderResponse, to be useful, needs the same kind of
reporting entities, Accepted Indicator and Rejection Note, as the
OrderResponseSimple and, as the mailing to UBL-DEV points out,
preferably at line level and at document level.
