[ubl-csc] Proposed SC subscription policy

UBL SC chairs,

As my earlier message should have made clear, we have a problem
with the coordination of UBL subcommittee mail list subscriptions.
I am entirely to blame for not having set up a policy on how to
handle this, and I'd like to rectify that by putting one forward
for your consideration.

Here's how I think this should work.

1. A qualified person applies to an SC chair for membership.

2. The SC chair forwards the request to me.

3. I post a "nomination" to the TC giving them the minimum five
   days to object.

4. At the end of the five days, the SC chair subscribes the
   applicant to the SC mail list.  The procedure for doing this
   is, I believe, as follows:

   Send a message to <listname>-requests@lists.oasis-open.org
   with the following message body:

      subscribe <address>

   where <listname> is the name of the list (e.g., ubl-ndrsc) and
   <address> is the address to be subscribed.

Does this work for everyone?
