UBL SC chairs, Allow me to propose one modification to the plan I sent out on Thursday. It seems to me that our biggest problem is simply remembering to subscribe the new SC member when the five-day approval process times out. But since all of our SCs have (I believe) decided to allow observers on their mailing lists, and since the formal requirement for observers is exactly the same as for nominees to UBL SCs (namely, that they be OASIS members or employees of OASIS member organizations), I think that we can finesse this by subscribing a person when their nomination goes out to the TC and calling that person an observer for the five days it takes to be approved by the TC. Then our procedure would go like this: 1. A qualified person applies to an SC chair for membership. 2. The SC chair forwards the request to me and at the same time subscribes the applicant to the SC mail list. The procedure for doing this is as follows: Send a message to <listname>-requests@lists.oasis-open.org with the following message body: subscribe <address> where <listname> is the name of the list (e.g., ubl-ndrsc) and <address> is the address to be subscribed. 3. I post a "nomination" to the TC giving them the minimum five days to object. 4. For the five days it takes for formal TC approval, the applicant is considered to be a nonvoting observer in the SC. At the end of that time, the applicant automatically becomes a voting member. I like this plan because it requires just one set of actions on the part of the SC chair (send me the application and subscribe the applicant) and one action on my part (send the nomination to the TC). Note that your SC must have approved the presence of observers on your mail list for this to work. What do you think? Jon
