We do want to make sure that the deliverable adequately conveys the hard work that's been done to date and adequately allows for useful comments. To a certain degree, I'm happy to identify outstanding issues in a cover letter and allow there to be some "squishiness" in the distribution (e.g., a few problems with the schemas). But if it really doesn't hang together -- e.g., it can't be made sense of in XML Spy because there are too many unfinished or broken bits -- then I think we should take a bit of extra time.
