I wish I could state I had an answer but I don't.  There are a number of 
approaches and, as you have noted, each has benefits and drawbacks. 
Flexibility vs. non- interoperate-ability seems to be a persistent issue.

One thing I would promote however, is to solve the problem then worry 
about the implementation issues.  If Xerces should support something yet 
doesn't, it should be noted and forwarded to the Apache project.
