Hi.
A quick answer:
Naming and Design Rule IND8 reads:
"In conformance with ISO/IETF/ITU/UNCEFACT Memorandum of
Understanding Management Group (MOUMG) Resolution 01/08
(MOU/MG01n83) as agreed to by OASIS, all UBL XML SHOULD be expressed
using UTF-8."
The rule is found in the section on instances of UBL.

Hi,
I was just wondering if there was anything anywhere in the number of UBL
specs that was limiting the encoding of instances to be UTF-8?
