Aron,

The "TaxScheme" element is unbounded, so it is possible to integrate
more than one Tax-ID into an invoice.
Anyway in my opinion it would be a very good idea to make the <cbc:Note>
unbounded. Here in Germany for example, it becomes more and more common
to send multiple text lines within the invoice which cannot be
meaningful assigned to the UBL elements, but since this information may
not be omited, the "Note" field would be a great solution.
