The UBL Software SC has discussed this, to support minor version releases of Schemas. We haven't discussed it enough to have reached a conclusion at this stage, but it isn't obvious that you can do this in a spreadsheet in a convenient way. This is especially so if you need to support multiple restrictions/extensions as thing develop over time. That said, we haven't looked at it enough to have a final conclusion, in my opinion.
