Our current schedule shows UBL entering its second public review
in late June or early July.  If we can keep to that schedule and
the public review doesn't expose any substantive problems, UBL 2.0
will undergo OASIS balloting in September and (assuming it's
approved) will be released as an OASIS Standard in mid-October.

I would use 2.0.  The version of UBL 2.0 that goes into public
review shortly should be stable enough to begin implementation.
