Ken has set forth a strategy for this in his proposal entitled
"UBL 2.0 subsets, extensions, versions, validation and

The proposed approach, which builds on the UBL 2.0 codelist
methodology and two-phase validation strategy, will be discussed
by the UBL TC at its meeting in Montréal next week.  We invite
the comments of the UBL developer community on this subject.
