Oops, the misinterpretation was all mine.

Nevertheless, whether it is ODF's Save-As, or some external XSLT 
converter, someone somewhere must have prepared the XSLT mapping from 
design space (where user sees the spreadsheet's cells) into UBL space 
(where specific cell values are deposited into specific element 
locations) .  Question is who prepares that XSLT when user's schema is 
changed, customized, or version-upgraded or a new document or a new 
design is introduced.
